Yes, The html code is in the header of the HTML file. thanks for the input. I finally found the fix. The Jigsaw team did include a filter to fix this problem "org.w3c.jigsaw.filters.NoCacheFilter" but there where no instructions on adding this filter and it did not appear in the list under JigAdmin. After a lot of trail and error (lots of Errors) I finally got the filter to work and restarted the Jigsaw server and all is well.
