Did you upgrade from an old version? You may have to get the latest
configuration zip for jigadmin, available from:
http://jigsaw.w3.org/Devel/classes/19990607/
take config.zip and unzip it just below the "config" dir, it will create
jigadmin.zip needed to start it.
