I had no problems running Jigsaw 2.0.3 on a SPARC Enterprise server and JigAdmin on NT on my laptop over a dialup connection.
I didn't do anything with the properties folder - I went straight to space, set up a /servlet node and a ServletWrapper node beneath it.

Subject: JigAdm hangs when running on a remote computer...
Hi !
----
JigAdm hangs ("Busy-pointer") after playing with
/root/http-server/properties/*, and then an attempt is made to browse
other
objects in the ../space folder.
This may be a problem because JigAdm was not running on the same
computer,
but on the same home directory; another reason would a timeout, but the
computers
are in the same network segement (but 10baseT).
Jigsaw runns on a 70 MHz SparcStation-5;
JigAdm was running on a 270 MHz UltraSparcII.
More info needed ?

Bye,
Roland
