SSI and Servlets

I am new to Jigsaw and am trying to figure out this SSI servlet tag.  Do I have to launch a servlet for every tag or can I use parameters and set them all at once.  

I want to be able to make one SSI call and populate(like a mail merge) the entire HTML document with data.

Please help.
