Performance Issues between IE and Netscape

I am definitely seeing graphic display performance issues between IE 4.0x 
and Netscape 4.06.  IE has a tendency not to load the graphics while 
Netscape does not have a problem.  Am I imagining this difference or is 
additional data required?
