Sun is in a tight corner with Crypto APIs. What they have done (AFAIK) is to split JDK1.1 crypto stuff into two parts. One is apis and such but no real engine. This is a part of JDK. Another part, called Security Extensions (or some such) is separate and have to be licensed. You can find the full story at javaworld under JavaOne heading. They have a story on that issue.
