Sun is in a tight corner with Crypto APIs. What they have done (AFAIK) is
to split JDK1.1 crypto stuff into two parts. One is apis and such but no
real engine. This is a part of JDK. Another part, called Security
Extensions (or some such) is separate and have to be licensed.
