Is w3c.mail package gone from Jigsaw a3?

Hi..

There used to be a package that had useful mail file utilities
(MailFolder &etc). These seem to be gone from the a3 release. 

Perhaps I've overlooked something, but have they
 a) Been reincarnated in another form?
 b) Been deleted from the distribution?
