It is the desired behaviour that the base URI is set to the imported file name/path when loading a local file. However, having it set to a temp file when executing "suggest layout" is a bug. This is a side effect of how "suggest layout" works. I'll try to correct this in the near future. In the meantime, the only workaround is to set it to another "correct" value manually after the "suggest layout" operation is completed.
