The CSS WG has published a First Public Working Draft of CSS Text Decoration Level 4: https://www.w3.org/TR/css-text-decor-4/ The Text Decoration module contains the features of CSS relating to text decoration, such as underlines, text shadows, and emphasis marks. Level 4 adds controls for the position and thickness of underlines, spread radius for text-shadow, and control over skipping punctuation and/or spaces. (Text decoration has no effect on layout; typesetting controls are in css-text, css-fonts, and css-inline.) This is an early-stage working draft, and significant changes are expected going forward, particularly to the skipping controls.
