jck: EAI says the localpart must be UTF-8
... and unencoded by punycode
... the domain part is expected to be in UTF-8, although
punycode cannot be prevented
... if I'm running an email system and use xn-- in a name,
nothing stops that

... there are two small vendors who have extensive DNS stuff
for local use (distinct from public)
