New github repo for Unicode in XML and other Markup Languages

to prepare for remedial work on the WG Note, Unicode in XML and other 
Markup Languages, a new repo has been created at

https://github.com/w3c/unicode-xml

an editor's draft of the old document has been created at

http://w3c.github.io/unicode-xml/index.html

and all the outstanding issues in the old tracker have been converted to 
github issues at

https://github.com/w3c/unicode-xml/issues
