r12a has just labeled an issue for https://github.com/w3c/web-annotation as "i18n-review": == TimeState, generated, and modified should recommend all values use UTC == Raised by Addison Phillips Even if time zone (offset) values are permitted in datetime values, UTC (Z) time should be recommended. (not yet discussed by the i18n WG) See https://github.com/w3c/web-annotation/issues/215
