(Let me know if I'm wrong in comment 25; my plan otherwise is to apply comment
23 to the spec in the near future. As far as the issue of nested languages
needing to reset the quote count goes, I think CSS needs a property to trigger
the depth resetting. Trying to fake it using 'quotes' is not scalable.)
