[css syntax] encoding tests

I have created a set of tests for section 3.2 The input byte stream 
(http://www.w3.org/TR/css3-syntax/#input-byte-stream) in the CSS Syntax 
Module.

You can find the tests with a set of results for various browsers here:

PS: The tests are all designed and formatted ready for inclusion in the 
CSS test suite (once I can find the time to re-figure out how to get 
through the Github maze, and once I have figured out whether there's an 
easy way to work around the /resources pointer without having to produce 
an alternative set of files before pushing.)
