Jirka, the evidence I have is that the most widely deployed software exhibits
this behavior. Unless that changes, I don't see a reason to change this
document.

Paul, there are numerous things in this standard that are weird. That is why
all the weird stuff is cataloged as "legacy". If you think a note of sorts
would have helped you, could you perhaps suggests some wording and a location?
