For review: New editor's draft of Authoring HTML: Handling Right-to-left Scripts

As part of the update of materials related to bidirectional text in
HTML/CSS the editor's draft of Authoring HTML: Handling Right-to-left
Scripts has seen significant changes.

Please take a look at the document and send any comments to this list.
If all goes well, we expect to begin to publish this version as a
replacement for the current WG Note, in a couple of weeks time.

List of major changes:
+ All detailed content from sections 4 to 9 has been removed, to leave
only the summary do's and don'ts text.

This is because the previous detailed content was largely out of date,
and we wanted to consolidate all the information into a single location,
to make maintenance and lookup of information much easier. The document,
instead, links to the techniques index (which has also been
significantly updated to reflect recent changes to the bidi tutorials
and articles).

+ The section "Authoring with localization in mind" has been removed
altogether, since the content of that section needs to be reconsidered.

+ All do's and don'ts have been revised to incorporate recent changes,
esp. related to HTML5, that are now incorporated into the new tutorial
and article materials.

+ Some editorial changes were made to sections 1 to 3. The section "How
to use this document" has been changed to reflect the new composition of
the document.

+ The document was recreated as an HTML5 page, and is now authored using
respec, and the styles have been changed.
