The Internationalization Core WG discussed your changes [1], and noticed that you did not actually address our very minor comment embodied in I18N-ISSUE-162, which reads:

Comment: (Section 5) It's a little odd that title is converted to Unicode before setting the direction, while body has its direction set first. Can those be made consistent?

Could you please address this issue?
