Do not use this PURL in a standard, its maintenance is not guaranteed. The IANA charset registry offers RFC 1345 as another source, but RFC 1345 is not "more authoritative". As long as you are not interested in the "IBM rotation" for SUB, DEL, and FS the MS and the IBM mapping are identical.
