I noticed that
http://www.w3.org/International/O-charset-lang.html
lists charsets that are used for a language.
The list for Japanese does not include Windows-31J.
Is this intentionally omitted because this charset tag is
not used widely (despite that many web pages do include
characters that are only found in Windows-31J but
not in Shift_JIS proper) ?
