Ruby Annotation and XHTML 1.1 to become W3C Recommendations

Today, Ruby Annotation (http://www.w3.org/TR/ruby) and
XHTML 1.1 (http://www.w3.org/TR/xhtml11, includes ruby)
became W3C Recommendations. Please also see the Press
