I just saw this message. If nobody told you yet, have a look at ICU. It is a complete Unicode library and it apparently does some Korean to English transliteration. Look at its Locale Explorer (http://oss.software.ibm.com/developerworks/opensource/icu/localeexplorer/), select Korean, go to the bottom of the page and click on the "on" link for the Transliteration setting.
