All: I would like the announce the general availability of the whitepaper I've referred to previously on this list. webMethods has published it on our company website (I previously published several versions of this paper privately). It's called "ULocales: Building Global Enterprise Web Services" and contains the proposal for web services locale tags. I hope to propose this design to W3C-I18N and/or W3C-WSDL someday Real Soon Now (when will the re-fresh of I18N-WG happen?).
