Created issue pages Charmod Fund->REC and Resid->PR

I have created issue tracking pages as follows:

For Charmod Fundamentals, going to REC, at
http://www.w3.org/International/2005/charmod-edit/comments.html

For Charmod Resource Identifiers, going to PR (and on), at
http://www.w3.org/International/2005/charmod-resid-edit/comments.html

The data on these pages will be filled in as we go.
The resid page already has two isses, the CR exit criteria.
One of them is already closed!

I have also created an IRI test page at
http://www.w3.org/International/iri-edit/testing.html.
Addison, I hope I haven't taken all the fun out of your action
item, please feel free to add to it as you see fit. I'll not
tuch it before midnight your time each day.
