[i18n-html-tech] Using non-ASCII characters in link targets

Hi,

  I am not sure what is supposed to go into
<http://www.w3.org/TR/i18n-html-tech/#ri20030510.102942873> but I would
like to point out that it is basically impossible to link to non-ascii
anchors. A link like <a href='#björn'>...</a> is forbidden in all
versions of HTML and XHTML so far and any attempt to escape the 'ö'
using the %hh mechanism is deemed to fail, see
<http://lists.w3.org/Archives/Public/www-html-editor/2002OctDec/0001.html>
for testing results.
