Jan26 Charmod draft: literal comparison of strings

Sect 3.1.5 says "Software developers MUST NOT merely use a one-to-one 
mapping as their string-compare function, as in sorting operations." 
How about when comparing URIs... I think one-to-one mapping is the way 
to go for this important use case. -Tim
