Have you considered making a conformance section (perhaps number 4)
for Ruby Annotation [1]? It could simply say:
When capitalized, the key words "MUST", "MUST NOT", "SHALL",
"SHOULD", "RECOMMENDED", and "MAY" in this document are to be
interpreted as described in [RFC2119].
with RFC 2119 added to normative references. There could be a
subsection for document conformance and one for user agents.
