Time element : localized

Hi


I've read through what's available on the <time> element but i think it would benefit users elsewhere on the planet if one could specify the timezone as an attribute.

This way my browser can adjust for my timezone and give me the correct date/time.


This would be very useful for things like knowing when a live stream will actually begin or when events that have global relevance will or did occur.
