    How to join
    In order to carry out the Royalty Free policy,
    joining the HTML Working Group involves more
    than typical email subscription:
    -- http://www.w3.org/html/wg/#join

Joining the list is an agreement on the terms of Royalty Free policy.  
The list is publicly visible, you can't join without agreeing to the  
Royalty Free policy. Joining the list means joining the HTML WG.
