Who is "we" in this context (I suspect you may mean consumers of web pages). In reality, commercial users of HTML almost always want to use it for web applications, running a spectrum between: - thing client applications, allowing client intelligence without the need to formally install software; - implementing a custom browser, so that the user gets their custom "experience" of the site, rather than getting the user interface behaviour of the browser. Typical e-commerce applications have a bit of both.
