How to program for screen readers - Is there a way to make a shor tcut to the content

	We are trying to code for screen readers and we have a problem with
our top navigation.  Is there a way to have the reader skip the header link
and go directly to the content and then back to the navigation?

Any resource that you send regarding practical programming for screen
readers would be useful.
