It is a typo

This is corrected in the HTML errata

  Refers to: 24 Dec 1999 version, 16.2.2 The FRAME element
Description: The definitions of the marginwidth and
marginheight attributes say that the value must be an integer greater than
zero.
Correction: The value must be an integer greater than or equal to zero.
