Are always TARGET attribute values CI?

Dear all,

In HTML 4.01 Transitional, TARGET attribute values are defined as CI.
Are reserved names (e.g. "_blank") also defined as CI?
In other words, does UA interpret "_blank" and "_BLANK" as the same?

Please let me know any points.
