Dan,
The difference here is that this is a real problem. The W3C set up a group
the "Web Accessibility Initiative" to sort some of these issues out [1],
but it is a very difficult job indeed. WWW interoperability is something
that has suffered since its very inception, and there are not enoguh people
who even recognize the problem, yet alone want to work on finding
solutions.
