An interesting observation!

Wasn't it this same specification which was rushed out on 3rd October 2000 
only to be recalled?

It is a bit disappointing that there are blank "normative" appendices.

How is one to interpret a normative blank appendix? It adds a new dimension 
to modularization perhaps? Or is that muddleurization? Who can say?
