The Disappearing Candidate Recommendation

Is anyone in a position to explain the appearance on the W3C web site of a 
Candidate Recommendation entitled "Modularization of XHTML" dated 3rd October 
2000 and the disappearance of that Candidate Recommendation (at least from 
public access) on 4th October 2000?

On 3rd October and early on 4th October that file could be accessed without 
the need for a password. It is now password protected. Similarly the headline 
on the front page of www.w3.org regarding the XHTML CR has been removed.
