Say what?  There's no problem with a conditional section in an external
parameter entity invoked from the internal subset, which is what we
have here.  Conditional sections are only forbidden when they
appear *directly* in the internal subset.
 
BTW, is XHTML 1.0 going to be deprecated when XHTML 1.1 comes to
fruition?
