No-one "owns" HTML, like no-one "owns" C++. Companies own HTML editors - for example, Microsoft owns FrontPage - but then companies also own C++ compilers (Microsoft owns Visual C++). The standard for HTML is laid out by the W3C, but I guess you already know that or you wouldn't be posting to this list... would you....?
