Does XHTML require an XML declaration? The example "minimal XHTML document" (line 558) begins with a DOCTYPE and no XML declaration, same as today's working draft [1]. Appendix C guidelines (lines 1116-7) illustrate an XML declaration, as did the source of previous drafts. Because MSIE Mac downloads rather than displays documents with an XML declaration (corrections welcome), the answer to this question might mean the difference between using and not using XHTML.
