Watermark

HI
you must have visited the Geocities Site and must have admired the WaterMark on the left bottom of the screen.(If you have not seen the watermark then visit:http:\\www.crosswinds.net\~fortunegalaxy and see it.)
Now I have this idea that many people who are using the Sites like Hotmail,xmlinfo.com etc often complain that when they scroll down the page the Navigation Bar becomes useless and they cannot use it.Now what i am thinking is that the Watermark can be in the form of the Navigation Bar and can be used even if you scroll down
What do you think of this?
