Link Types / Alternative Language

I think this error was also present in the original HTML 4.00, but
obviously now would be a good time to correct it.

In section 6.12 "Link Types" <URL: http://www.w3.org/TR/html40/types.htm
l#h-6.12 >, under "Alternate" the specification says:

"When used together with the lang attribute, it implies a translated
version of the document."

This is not consistent with section 12.1.5 "Internationalization and
links" <URL: http://www.w3.org/TR/html40/struct/links.html#h-12.1.5 >
where it states that hreflang should be used when specifying the
language of the linked resource.
