Search the Internet-Drafts for "hoffman" in the file name.  This is
the latest word on how you can do it in the URL.  And you can.

Some clients will also take the TITLE of the A element containing
the mailto: URL and make that the default Subject of the mailgram
you are composing.

Warning: not all clients implement this.
