The ISO/IEC JTC1/WG4 working group asked the ISO-HTML editors to prepare a Final Committee Draft marked up using ISO-HTML for them to review before their next meeting. The document is, as Masayasu points out, _work in progress_. The editors use a directory at the ftp site to exchange files. It is not a public offering and nothing in there has any more value than yesterday's lunch wrapper. The correct URLs are http://purl.org/NET/ISO+IEC.15445/FinalCD.html and http://purl.org/NET/ISO+IEC.15445/Users-Guide.html. Any direct reference to "woodworm" is ephemeral.
