My vote is for keeping B, I and even U simply for "legacy" purposes. Older (non-HTML) documents can be more easily ported without having to re-read them and decide whether to use STRONG or EM vs. special SPAN classes. However the specs should strongly discourage their use when STRONG or EM is more appropriate. I think a set of pages on good HTML style for authors should be included with the specifications.
