How is <input type="file"> utilized

I have tried to no avail to see what this does. Can anyone help?
It brings up file selection widget by a "Browse" button for file
uploading, I know. I am using NS Gold 3.0 . NS supports mailto: in form
action but wont work in conjunction with this. How is it utilized?
