SGML Declaration for HTML 3.2

I've noticed that the page

   http://www.w3.org/pub/WWW/MarkUp/Wilbur/

contains links to the DTD, catalog file and entity definitions file,
but no link to the SGML declaration. Since the declaration has
changes since HTML2, might this not be a useful thing to reference
directly from this page?
