Not for what you want to do with it.

What you want to do is use Style Sheets.

Apearance should be controlled with Style Sheets, the include/insert/etc
tag would be used to include *content*.

I know that there are server side includes, but I'd like to see this as
some kind of standard HTML so that pages are portable across servers.
