Perhaps instead of standardizing "HTML", we should be working on a 
comprehensive semantics language and on using SGML over the web, so we 
can use any DTD with an associated semantics language for stuff like 
hypertext links, text blocks, and inline inclusions. An extended CSS 
might work.
