Cougar and HalSoft HTML Toolkit

Ok, I know I'm making a simple mistake.

I've been trying to investigate Cougar but I want to make sure I'm doing
it right so I grabbed the DTD and put it in the 'lib' directory for the
HalSoft HTML Toolkit (aka HTML-Check, which Dan worked on) and I updated the
'catalog' file.

Now I can validate Cougar, but everytime I do I get:

I've grepped and looked, and reviewed the docs at the WebTechs site, etc
but I can't seem to figure out just what I need to edit so that it can
deal with the numeric references with values over 255.

I've greatly appreciate any pointers, I didn't want to bug Dan over this.

Since I'm probably not the only one who uses this, send me the answer
directly and I'll post it to the list once, so we don't get a slew of them.
