I have brought up the issue more than once, loudly, in several places, and even included exact text for the DTD, which I reproduce below. I must conclude that W3C is deliberately ignoring the issue, or else they plan something but won't tell us what it is. I find no excuse for either, and I have even less respect for those who dismiss it as unimportant.
