Since it seems that the document character set for HTML will in future be
ISO 10646 (UCS-4, Unicode), if the HTML i18n proposal is accepted, I
suggest this discussion should refer to ISO 10646 rather than ISO 8879.

ISO 10646/Unicode should be used for all numeric character references
(such as &#8211;) but ISO 10646 does not define character entity names
(such as &ndash;). ISO 8879 (SGML) is the authoritative source for
these.
